The HP LaserJet Tank MFP 1602 printer has a flaw that does not speak well natively with the Windows legacy scanner feature when using the current drivers delivered by the company's official application, HP Smart.
To resolve this issue, you need to use the basic printer scanner driver package listed as "HP Universal Scan - Basic Feature Software and Driver" on the printer's official support page.
Note that this software will install one or more scanner components as new devices on your Windows computer that end with the title "(NET)", this is the device that must be used to use the scanner. Note also that this software talks to the scanner through a prefixed IP, I recommend that you define a fixed IP for the printer.
If you need to change the scanner/printer IP configured on your computer for these components installed by "HP Universal Scan - Basic Feature Software and Driver", use the "HP Scan Assistant" application, in the "Tools" menu, item "Update IP Address ".
